Which mirror did you download from?
I just downloaded all the files from that directory from one of the ASF mirror
source hosts and the hashes and sigs all checked out OK.
Also, are you sure the file was completely downloaded?
On my system it is 167,257 bytes.
I've seen cases where the download is incomplete, but the browser fails to
report any error - this is one reason why hashes are useful!
