Agreed, only formal releases can be pushed to Maven Central.
However, there is an ASF SNAPSHOT repo that can be used; obviously such builds
should only be used in development and testing.
They are not formal releases, may have serious faults, and may disappear at any
time.
The repo is defined in the Apache Parent POM.
