depends on what you want to develop to be honest.

If you want to create a package for your own application....
Moblin has the components needed for that (compilers etc);
an interesting place to start is the spec-builder package that will help
you in packaging your application (assuming it uses autoconf etc).

If you want to you the Intel Compiler etc you can, but they don't come with 
Moblin itself,
you need to get them separate.

You can develop from an installed moblin (I do that all the time), on a netbook
or on a laptop with hardware similar to netbooks (eg Core2 cpu + Intel 
graphics).

You can install it in vmware or KVM and run it on any OS that supports these 
virtualization
technologies if you don't want to install Moblin natively.
There's many options...
