In my environment [automotive], the processor is typically fixed for the
duration of a program.  So the question is really about the processor
load %age given a specific system usage scenario.  Throughout the
development phase this metric is then used as a sanity check to ensure
the system responsiveness.  Power saving is typically much less of a
concern than being able to reliably provide certain functionality.

The resolution of the load measurement is an important parameter,
though.  Spikes of activity that are too short to be visible with a low
resolution, might still lead to not meeting deadlines of a comparable
duration.

btw one of the things to be careful with is what you mean by "cpu load".
A cpu running 40% of the time, at 800Mhz is obviously very different
from a cpu running 40% at 1600Mhz.
So just looking at cpu usage %age is not very useful if you want to
answer the question
"how much more work can I run". But if your question is "how much power
saving from idle do I get",
it might be a good metric.
Without qualifying what kind of thing you want to use the number for, it
is really hard to answer your question...
