Hmm I would expect that to not be true on an Atom based system;
pretty suboptimal for both performance and power..
(frankly I expect every system to be running the ondemand governor)
The resolution of the load measurement is an important parameter,
though. Spikes of activity that are too short to be visible with a low
resolution, might still lead to not meeting deadlines of a comparable
duration.
spikes like that might be easier to measure using latencytop; it does
catch situations and durations on when things wait for cpu time...
