Yes this is a problem I posted about on June 3rd. If install-info is
in your path, then the autogen'd Makefile's will use it. This creates
the /usr/share/info/dir directory which spec files do not currently
handle properly. I'm guessing this is an oversight from the point of
view that the install-info just happens to not be in the path for the
build host's user.
I tracked down the part of my script that was pulling in a PATH change
that added /sbin and /usr/sbin to the the path and I'm running that
now (it sourced /etc/init.d/functions for the echo_success stuff).
However, some of the other issues relating to installed but unpackaged
files are still there. I'm currently doing some tests in comparing the
builds of the failed src.rpm's from my chroot to the build as
performed on my mini9.
For example totem fails in my chroot due to some plugins getting built
that don't seem to get built on my mini9.
I'll post an updated list later today now that the PATH variable issue
has been addressed.

No, that's not the problem (I don't think). This is a moblin chroot
with /dev, /proc, /sys and /tmp bind mounted from the host system.

The udev init script /etc/udev/makedev.d/00-base.files wronly
creates the
/dev/stdin and /dev/stdout symbolic links. stdin and stdout are
wronly swaped.
Applications that depend/use these files get broken. For instance,
autopackage
installations scripts use /dev/stdin[out] files and they silently
halt, which
waiting for stdout when expecting stdin and vice versa.

Ok, managed to spare some time on checking up on this again this
morning.
After the fresh install of the image and the yum install of the devel
packages etc we're in a marginally better position than before, but
still a long way from acceptable.
There are 57 failed .src.rpm files now. 38 of which are due to
"Installed (but unpackaged) file(s) found". And a lot of those are
down to /usr/share/info/dir being created, which was something I
pointed out back at the beginning of June with my patch to acct.
