No it's not a kernel bug, this is a "zero cd installation" device studied for 
Windows and Mac OS X, it has two USB devices, the first device is a small 
memory (maybe an ssd), the second one is the modem.
On Windows or Mac OS X machines when you plug in the key the first device is 
loaded and with the autorun it unmounts the ssd and configures the modem.
On Linux you shall do this manually using for example usbmodeswitch 
(http://www.draisberghof.de/usb_modeswitch/) and then loading the usbserial 
module.
For an ubuntu box I solved this problem in this way:
