If you're *sure* that it is complete enough to say that the API won't
break (you can still add stuff) I say release it as a beta-1 and then
re-release as 1.0. I know this might be a lot of work for not enough
gain but it makes sure that 1) the release is done properly and 2) you
will see an increase in use once you release something which often leads
to new feature requests.
But if you are really confident that what you have now is good enough
feel free to release 1.0. You can always release 1.0.1 later, and people
often trust micro releases more than minor (e.g. 1.0) releases :)
