Well, I'd prefer support for the cases ;-)
Why not additionally report tags, when the line ends with the tag? Simply take
anything between the leading '*' or '//' as message (trim spaces). Additionally
an empty message could be supported.
Background is the usage of code templates (e.g. in Eclipse) for new Java
elements or formatters like Jalopy. They can be used to put such "placeholders"
into the javadoc ... but they are often simply ignored (by certain people ;-)
and the report would help to identify such source.
However, documenting the case when a tag counts as tag is recommended in any
case.
