Now I understand your use case much better, thanks for explaining.
I think that tags with an empty message should be added, to support your use
case of tools putting such tags in the code without a message.
However I don't thinks it's a good idea to support tags that have the message
first and the tag last. I'm afraid we will get false positives if we do that.
I'll add a section about tag counting to an FAQ.
