JnlpDownloadServlet can't handle subfolders within workdirectory

Using the JnlpDownloadServlet, subfolders and their contents are not copied
from the work-directory to the output-directory. For example, if there is a
subfolder "images" within the work-directory containing an icon (which has been
copied from src/main/jnlp/resources/), the JnlpDownloadServlet treats the
folder as a file and throws an exception.
The JnlpDownloadServlet should copy any subfolders and their content to the
output-directory.
