I agree - actually I had intended to come back and clarify this point.
It wasn't my intent to wander in and start "demoting" things :)
However, I think any plugin that is currently not labelled final but
considers itself to be production should be considering cutting a
final release
Or the
upgrade to the new rules must be done by the new rules proposer...
