I did a little more digging through my notes and found that this matches the
code within Findbugs which one could argue is correct while the FindBug's
command line options are inconsistent. Either way it was this way when I
joined this project after working on the Maven 1 Findbug's plugin.
The least disruptive option would be to have both sets of options. The upside
are for legacy for users coming from both the plugin and the findbugs command
line worlds. The downside is if users start mixing between both sets of
options. The is the documentation mechanism within Maven that extracts from
the code (i think). I need to make sure that is clean so not to confuse users.
