I agree that 1.0 should be larger than 1.0-alpha-4, but I think that is not the
cause of you problem.
The latest available version of maven-enforcer-plugin is 1.0-alpha-4 [1] so the
versions plugin is telling you to use that version, instead of the version 1.0
that you have specified (?) in you POM.
