I can't tell by the wording, but if this issue is saying that the plugin should
be able to work within the reactor (for multi-module projects) then I agree
completely.
It seems that the maven-webstart-plugin is using the configuration to fetch
artifacts from the repository only. It should try to locate the dependency if
it has already been built in the reactor as part of a multi-module project.
