Huge +1 for this. I think it's a common usecase to have multimodule project 
with one parent artifact and two children - one for jnlp app and one for 
webapp. With current implementation it's always required to do mvn install 
because otherwise maven-webstart-plugin won't catch jnlp app from reactor.
