Some say " the more the merrier". That would be true if committers are and stay 
committed to the project.Right now the number of committers is huge and the 
number of active committers is rather small. Issues are still created for all 
90+ plugin projects, but for some projects nobody feels responsible anymore, so 
those issues often stay open forever. That's sad and might become a dangerous 
situation for the whole project.So yes: keep introducing new committers, but we 
might need to do a clean up too (if that's possible within xircles) -Robert

Yeah, as one of the people on the list, I can say for myself that the 
directions on the site have always been clear enough. However, I think it was 
assumed that requesting commit access via xircles was better (from an 
administrative POV) than a "Hey, can I be a committer, too?" on the dev list.

I originally requested commit privs because I had some free time to contribute 
in knocking down some outstanding JIRAs relating to plugins I was using most 
and waiting for patches to be applied was sometimes not much fun.  I hope to 
have time to get involved a bit more in the future so please do what you think 
is best in regards to my request.

Subscribe to the developer mailing list and ask if there is an interest in the 
plugin. If there is an interest, package the plugin in a tarball or a zip file, 
create an issue for the component "Plugin Submission" in our issue tracker and 
attach the source code there. Make sure that you try to follow our development 
guidelines.

This is rather explicit, so I don't think we really need a page on becoming a 
contributor.
