Ben will create an Emeritus role (it will be a few weeks before he has
the cycles to do so though)

We can then use that role to mark people who had commit access as
Emeritus. I would propose that if you are Emeritus and want commit
access back you just need to ask, and that no commits within a year =>
we can make you Emeritus

That should allow us to keep track of who the core committers are.
