There's another similar issue MNBMODULE-119.
In general I'm not happy about our goals generating a war file at all. That's the job of the maven war plugin, with well defined lifecycle and configuration elements. In my eyes the result of the webstart goal should become a dependency of the war packaging projects and become part of the project's final artifact.
