Milos Kleint commented on MNBMODULE-198 WEB-INF Folder is Missing in webstart war looking at the code it appears that the web.xml file is missing because sample/jnlp/servlet/jnlp-servlet.jar is missing from the jdk. in that sense the same problem was reported as part of issue MNBMODULE-193
