A diff between tags is a challenge with subversion, you probably need to do it between the "prepare for development" commit of the previous release and the "prepare for release" of the current tag. This might indeed be interesting, but still doesn't confirm that the revision of the tag is required (you need at least 2 if this is possible).

The SCM link is already part of our template[1],

can't reproduce we could verify with the revision if he (or we) depends on
the right artifact.
I'm very interested if anyone has ever had an issue because he checked out
the wrong tag and which wouldn't had happened if he or she knew the
revision.

I'd prefer to do the KEYS check as part of the release, which should be
possible if I'm correct but hasn't been implemented yet.
