I do not yet know what is happening, but:
If I add "<complianceLevel>1.5</complianceLevel>" then build is always successful. Without specifying complianceLevel or with "<complianceLevel>1.4</complianceLevel>" build is successful only when file target/classes/builddef.lst exists.
default-value="1.4" was added to complianceLevel parameter in version 1.5 of the plugin.
