I'm pretty sure this is controlled by Aether, in which case the answer is probably no. I thought I've seen something before related to the maven-metadata-local.xml, but that was probably the mock-repository-manager, which acts the other way around.
Depending on your problem, the mock repository manager could also help.

Had a look into the maven-install-plugin before but just didn't thought about the invoker plugin which was a very good tip.

Apart from that is it however possible to control if maven-metadata-local.xml
is installed or beeing generated into that repository?

any idea?
