Good point but you're talking about an awful lot of existing
applications that would immediately break.

This I think is the key question we need answered.  Sharath mentioned
above that it makes it so that NavigationMenu2, JsCookMenu. etc. don't
need to have a form wrapped around them.  Is there something special
about those components that make it infeasible to wrap a form around
them?  Seeing how the dummyform code has probably created more trouble
than initially intended perhaps the infeasibility of having a
developer wrap a form around those components would now appear minor
compared to the problems that have now surfaced because of the
dummyform.
