I have another panelBox skin selector bug that I'll group with this one as they
should all be fixed together.
In the skin-selectors documentation for panelBox, it says that
af|panelBox::transparent, af|panelBox::light, etc render when there is a
header. This apparently is no longer the case in that I see it render
regardless of if there is a header.
