Regarding #2:
I think Matthias is referencing to the sentence "the Incubator PMC
will need to approve the paper work after which point the receiving
PMC is free to import the code" on
http://incubator.apache.org/ip-clearance/
So, what we need before we can actually import the code is not a real
vote on incubator list but rather send an ACK mail that says "all
issues solved" with lazy concensus.
