My thoughts:

   1. Release 1.1.7 with moving some of the non-render components from
   sandbox (I think the PPR would be better in a new library personally)
   2. (Rest are post 1.1.7) move any components that work with any render
   kit, and are graphical into a new project (or make this tomahawk 2.0)
   3. move any components that are not graphical and work with any render
   kit into commons
   4. move any components that are not graphical and are for the stock
   render kit only into a new library (subForm?)
   5. move any dojo components into a new library (is this all of the
   PPR?)

I would also recommend the adoption of the maven plugin for any new
projects, a facelets jar sub-project for each and perhaps a sandbox for
each.
