PPRPanelGroup encodeChildren does not render using facelets (1.1.14) &
facelets.BUILD_BEFORE_RESTORE=true
Reason: the DISABLE_RENDER_CHILDREN is not getting restored if
acelets.BUILD_BEFORE_RESTORE set true
fix: render, even if DISABLE_RENDER_CHILDREN = null
