CorePanelBox color contrast ratio is too low, violating Accessibility guidelines

Environment: using CorePanelBox in an ADF Faces rich client
application, on any OS or browser.

The text in the CorePanelBox title bar has the style class
"af_panelBox_header", which has background-color:#C4CEE0 (light blue) and
color:#FFFFFF (white). This is insufficient color contrast according to
Oracle's accessibility guidelines, and is flagged as a violation by our
compliance tool. Even to a sighted person like me, this combination seems too
low-contrast.
To repro, create a brand new application and page, with only a CorePanelBox on
it:
