I do not think this is a Trinidad bug.
The Trinidad panelHeader has these styles:

<includeStyle name="TextForegroundDarkBackground"/>
</style>
You must be styling AFMediumBackground:alias to be C4CEE0.
You should probably override the af|panelBox::light af|panelBox::header in your
skin to change the background color.
You can use @accessibility-profile high-contrast to specify the change only for
high-contrast mode, if that is necessary.
