[TRINIDAD] TRINIDAD-1043 Convert legacy XSS files to CSS

Hi,

I am working on converting the all the skinning XSS files to CSS in 
Trinidad. TRINIDAD-1043  Convert legacy XSS files to CSS

Over the past years various developers have been adding all the features 
that were missing in the CSS format (like @agent, -tr-property-ref, 
etc). We have the @import feature left to do. Once that is done, we are 
ready to convert the legacy XSS files, like base-desktop.xss to CSS.

My question is, will this have any adverse effect on anyone? Those 
working on mobile, is it ok with you?
