There is some problem to implement this feature: There is no way to enforce the 
browser to render the page in standard mode. See: 
http://msdn.microsoft.com/en-us/library/ie/cc288325%28v=vs.85%29.aspx#Defaults

I've tested it and set the site into "compatibiltiy mode" by hand.
So, the browser IE8 sends an IE7 id to Tobago.
When Tobago now sends IE7-specific code to the Brower, but says "use IE8 
rendering" this results in a broken page.
But the IE8 continues writing the IE7 UserAgent header.
