 I was holding off until we had all of the Apache ids but I'll go ahead and add 
the names. The Apache ids can be added later.

Usually in incubation from my (limited) experience the initial committer list 
== initial ppmc list. But we can leave it up to each individual.

Does anyone not want to be on the PPMC and just a committer?

The main practical difference is access to the private mailing list (which 
should have only a small amount of traffic) and votes being binding on 
incubator releases. We need a minimum of 3 PPMC members to be a viable project.

We can of course vote any committer who make contributions into the PMC at a 
later date (assuming they accept). A few projects have no difference between 
committers and PMC members. On one project I asked to be on the initial 
committer list, was declined (as there were too many on the list already), but 
my contributions quickly made me a committer and a PPMC member.
