Usually in incubation from my (limited) experience the initial committer list == initial ppmc list. But we can leave it up to each individual. The main practical difference is access to the private mailing list (which should have only a small amount of traffic) and votes being binding on incubator releases. We need a minimum of 3 PPMC members to be a viable project. We can of course vote any committer who make contributions into the PMC at a later date (assuming they accept). A few projects have no difference between committers and PMC members. On one project I asked to be on the initial committer list, was declined (as there were too many on the list already), but my contributions quickly made me a committer and a PPMC member.
