I don't know the jargon for the component I'm looking for.
A while back Ivo sent out a URL for the text for the new MS-Windows
installer. I'd like a file like that with the help text and the text for
Calc, Writer, Impress, etc.

Hmmm, there was some translated glossary in one particular language a
while ago, but it was in the form of a Calc file and it was adapted to
the 1.1. I don't think that there is what you're looking for unless?
