Fundamentally, the Regional Groups concept is based on the best principles of collaboration and sharing of knowledge. I'd say that while the NLC provides the glue to this concept because of the language aspects, the other sub-projects within a OOo fold would also be an interesting addition. I have great belief in a set of activities which would get people together, discuss problems and make a progress towards resolution. Everybody wins in that scenario. Especially because each Regional Group would end up with a distinct focus and yet, the variety will end up making the project richer. And, while the decision rights might need to be worked out, the special attention to the region would make it better for the project in the long run. The only request that I have at this stage is nudge a few groups to form so that objectives can be put down on the wiki and the success of such groups can be measured. Early prototyping would lead to better estimation of what works and, what doesn't.
