I know the procedure, but I'm unable to get Alan to follow it. I've sent a
few reminders in the following month, but now response.

The only approval I got from him was his response to #114033 for my SSH key.
At the issue report I mentioned taking over the Hebrew native lang project.

I've also cleared this issue with his boss on tkos (the company that used to
do the oo.org Hebrew support).

I currently stuck by this procedure...
