Yep, the procedure in [2] is how I overcame the installer refusing to start. 
Hopefully most developers will be familiar enough with the Mac trick to figure 
this out--especially those running a macOS beta. I don't think you need to 
worry about students until macOS 10.15 is released this Fall.

Aside from the installer issue, there still is the java permissions issue that 
can prevent projects from being built/run. Perhaps for 11.2, NB could check for 
this and pop up a dialog giving instructions on how to grant Java full disk 
access if necessary.
