Sine the Debian rules are far to restrictive (insanely stupid IMO)...

Why not make a NetBeans install script that is distributed as a Debian package? 
 All it would do is download the NetBeans package from an Apache mirror and 
install it.  Somebody did something similar for Oracle JDK.
