IANAL, but if the code is already licensed with the Apache License 2.0, doesn’t 
that meansanyone is free to make a derivative work..   I.e. by use of the 
license permission has already been given.  Can’t we just follow the rules 
outlined in the license with respect to attribution etc.?

The Apache license seems to be somewhat meaningless if this isn’t the case.

What am I missing?
