yes - Oracle NetBeans was distributed under GPLv2-CPE/CDDL. The dependencies contain pure GPL code. Without a clear statement from the ASF I would not touch the binaries (as the Apache NetBeans project). So informing users is great, but Apache NetBeans is indeed the wrong place to complain if the binaries for releases prior to 9 go away. There was more than enough time in the oracle area to mirror binaries to maven central, but noone bothered. I think we should focus on the future and not the past and that means working on 12.X.
