There are only manually created issues.
If error/slowness is detected by NetBeans then user is prompted to file
the issue and log is is generated as text. There is no automatic filing
of bugs in Apache NetBeans. It was only in NetBeans from Oracle.
Having some form of guidance for reporter would be useful.

Slight tangent but can the NETBEANS JIRA be changes to the new ticket template
to have mandatory fields available which must be filled in (i.e. steps to
reproduce, description, platform,etc.) before being created? My work JIRA has
things setup this way which can sometimes be a nuisance but does at least force
the user to provide a minimum set of needed field data.
