The problem is that you're ignoring and misquoting the actual current resolution of LEGAL-563. "As long as Oracle can provide a clear statement in LICENSE.txt that nb-javac is licensed under GPL+CPE in its entirety" Has that happened? No. Can it happen, probably not. So we need a plan B to get approval. The fact that all relevant files are covered by CPE was pretty much a given for me opening the ticket in the first place. I'm fed up with arguing over this point, and I need to take a step back for a while anyway so I'm not saying anything further on it - other members of PMC should actually read that ticket fully before making up their own view though.
