Netbeans.org website was transferred from Oracle to Apache organization to 
netbeans.apache.org. Some of the documentation may not have fully made it 
across in the transferral for one reason or another (i.e. out of date, not 
transferred from Oracle, missed during transferral, etc.).

Much of the existing documentation is available on GitHub netbeans-website 
repository (1) with some being accessible via the “ascII doc” version (which is 
used to generate html versions periodically). However I can’t find this 
particular page there either. I do find a current “community” page (2) but 
don’t see links to the convention anymore.

There are some archived version of the site prior to migration (3). Not sure if 
we need to add this (and any other “community” or “guidelines” into the 
netbeans-website.

Recommend visiting participate page (4) for some additional guidance. Some of 
the links may point to “html” versions of the document which did not get 
generated but the “ascii” version may exists like the following on submitting 
prs (5)
