I suggest asking infra@ Is it possible 2FA isn't enabled, or wasn't
when first linked?
i had once issues too with access rights. I am PMC on a different
project and didn't have commit/merge rights on github for a while
(although I did actually show up as member on github). The fix was to go
through the apache SSO boarding procedure again which caused the rights
to properly propagate to github.

i pressed reset and then linked it again.
but before experimenting it might be better to file an issue @infra and
ask, they are fairly quick to respond.
