oops the sentence missed an important detail:
I should have said that plugins with an impl dependency on something
which doesn't match the exact required version, should not install. This
category of plugins is already removed from the "can harm the IDE" list.
Everything else, which actually breaks we can unverify and put on an
ignore list for the next cycle. This should reduce the workload.
