IMO an empty plugin catalog is a reason to delay the release of
NetBeans 16 until it's ready.

plugin catalog does now have some plugins in it, and at least enough

What is preventing previously verified plugins, with no known problems, from being put into a verified state for the NB16 catalog?

Admittedly, I'd be uncomfortable if there wasn't an agreement to remove verification if problems are confirmed.

I triggered a release build yesterday which is complete.  I can
proceed with signing and uploading for voting in the next few days
unless anyone thinks we should wait longer?  I don't think there are
any other issues holding us up now?  Hopefully we can still see some
more plugins verified in the week or so before we're ready to
announce.
