[DISCUSS] Release Apache NetBeans VSCode Extension 16.0.301 voting candidate 2

Hi,

Sorry, just a quick question, but with Apache NetBeans 17 just around the
corner does it make sense to vote for 16 for the VS Code extension now,
when we're just going to have to vote for 17 and the VS Code extension in a
week or so's time?
