I asked this same question in https://github.com/apache/netbeans/pull/5386 >From my perspective, having both delivery and vsnetbeans_1603 branches active at the same time has been a pain. Ideally if we're having interim VSCode releases, these phases never overlap. If they do, we need to ensure everything that gets cherry-picked for the VSCode branch goes through delivery first.
