If it's me doing it, I tend to always do the first Monday on or after
the date as that makes things easier.  It happens the Monday is 15th
this time.

Well, the question was mostly aimed at you!

Sure, VSNetBeans releases can and should help you.  It is also an ASF
project, and needs to be managed as one.  I'm just suggesting we need
to find the right balance where major decision making is not being
made elsewhere or by a single organisation.
