why plugin portal 2.0 don't allow us to upload nbm directly?

Hi
   why plugin portal 2.0 don't allow us to upload nbm directly? It needs us to 
sync our source to maven central before we can publish our plugins. In portal 
1.0 we just need to upload nbm file so it would be nicer.
